Neuron Disruptor

In the event something happens to me, I want to set the record straight. In the safe on the wall you'll find all of my research and a video. Please give it to my mother in Brasov, Romania.
My name is Dr. Frederick Fischer. I was a neuroscientist and chemical engineer at the University of Bucharest. I was contacted in secret by a man who offered me unlimited funds to advance my experimental research. In return I was to create for him a device, one which would alter the very make-up of his being and deliver to him the strength of one hundred men.
Two years ago I would finally achieve success. My neuron disruptor gave mice the strength of small dogs but I could provide zero guarantee as to its effects on a human. He left his estate and arrived at my underground laboratory where I administered the treatment using only a single dose. Any more I fear would kill him and I needed to monitor its immediate effects.
The last thing I remember is waking up on the floor. My nameless client was nowhere to be found. My eyes could not believe, on the table were all ten dose vials, empty. A blood trail led all the way to the hatch door but it was not red. It was a blue so radiant it appeared to glow. My Lord. What have I done?
I must find this man but I know not even his name. Riddled with guilt I cannot seem to shake, I discover a map not belonging to me on my desk. I've packed some belongings and I'm headed north.
Please forgive me. For every sin, I am so sorry.
Frederick
